Interoperable Communications Grant Programs

DHS/FEMA and the DOC/National Telecommunications Information Administration provide grant funding to strengthen the nation’s communications infrastructure for public safety interoperability. Interoperable communications projects address gaps identified in Washington State’s Statewide Communications Interoperability Plan (SCIP), follow the SAFECOM Interoperability Continuum, and adhere to objectives outlined in the National Emergency Communications Plan (NECP). The Washington State Interoperability Executive Committee (SIEC) approves and oversees the state’s federally funded interoperable communications projects, with the Washington State Patrol as the lead agency for the SIEC.

Although interoperable communications projects may be accomplished under several different grant programs, two programs specifically target such projects: the Interoperable Emergency Communications Grant Program (IECGP) and the Public Safety Interoperable Communications (PSIC) program.

Interoperable Emergency Communications Grant Program (IECGP)

Overview:  The IECGP focuses on the dual priorities of interoperable communications leadership and governance, common planning and protocols; and emergency responder skills and capabilities. 

Public Safety Interoperable Communications (PSIC)

Overview:  PSIC is a one-time, formula-based, matching grant program intended to enhance interoperable communications with respect to voice, data, and/or video signals. PSIC provides public safety agencies with the opportunity to achieve meaningful and measurable improvements to the state of public safety communications interoperability through the full and efficient use of all telecommunications resources.
