Hazard Mitigation Grants

Hazard Mitigation Grants are provided to States, Indian tribal governments, and communities so that cost-effective measures are taken to reduce the effects of hazards and/or vulnerability to future disaster damage.

Hazard mitigation grant programs include:

  • Hazard Mitigation Grant Program - The Hazard Mitigation Grant Program (HMGP) becomes available following Presidential Disaster Declarations, such as the February 2001 Nisqually Earthquake and the December 2007 Severe Storms.
  • Flood Mitigation Assistance Grant Program - The Flood Mitigation Assistance (FMA) grant program provides funding for cost-effective measures to reduce or eliminate the long term risk of flood damage to buildings, manufactured homes, and other structures insured under the National Flood Insurance Program (NFIP).
  • Pre-Disaster Mitigation Grant Program - The Pre-Disaster Mitigation (PDM) program provides funds for hazard mitigation planning and the implementation of mitigation projects prior to a disaster.
  • Repetitive Flood Claims Grant Program -  The Repetitive Flood Claims (RFC) program provides funding to acquire structures insured under NFIP that have had one or more flood damage claim payments and are located within a state or community that cannot meet the requirements of the FMA program for either cost share or capacity to manage activities.
  • Severe Repetitive Loss Grant Program – The Severe Repetitive Loss (SRL) program provides funding to reduce or eliminate the long-term risk of flood damage to NFIP-insured structures that meet the definition of severe repetitive loss properties.
