Hazard Mitigation Grants

 

 

Hazard Mitigation Grants are provided to States, Indian tribal governments, and communities so that cost-effective measures are taken to reduce the effects of hazards and/or vulnerability to future disaster damage.

 


Hazard Mitigation Grant Program

This state-managed program is available only after a Presidential Declaration of Major Disaster. The program funds mitigation planning initiatives and cost-effective mitigation projects designed to reduce or eliminate the effects and costs of future disaster damage. Upon approval of the Governor and Legislature, the state may pay a portion of the applicant’s cost share.

Hazard Mitigation Grant Program Applications


Pre-Disaster Mitigation

This annually available, nationally competitive program provides funds for hazard mitigation measures designed to reduce injuries, loss of life, and damage and destruction of property. Grants are available for mitigation planning initiatives and cost-effective mitigation projects. Small, impoverished communities and Tribes may be eligible for a 90 percent federal cost share.

Flood Mitigation Assistance

This annually available program provides funds for cost-effective measures that reduce the risk of flood damage to structures that have flood insurance coverage.  Grants are available for planning initiatives to update the flood hazard portion of an applicant’s hazard mitigation plan and for cost-effective mitigation projects. Funding for properties that meet one of the severe repetitive loss thresholds is available at a 90 percent federal cost share.

Repetitive Flood Claims  

This annually available, nationally competitive program provides funding to mitigate structures insured under the National Flood Insurance Program (NFIP) that have had one or more flood insurance claim payments.  Funds are available to applicants when a state or applicant cannot meet the requirements of the Flood Mitigation Assistance program for either non-federal cost share or capacity to manage the activities. Cost share is 100 percent federal.

Severe Repetitive Loss

This annually available, nationally competitive program provides funding to reduce or eliminate the long-term risk of flood damage to residential structures insured under the National Flood Insurance Program that meet one of the NFIP’s severe repetitive loss thresholds; there are only about 100 properties in Washington state that meet one of these thresholds. Funding is available on a 90 percent federal, 10 percent applicant cost share. A new pilot program of the NFIP allows for the Increased Cost of Compliance portion of a flood insurance policy to be used to provide a part or all of the non-federal cost share for eligible project activities.
