Emergency Management Performance Grant (EMPG)

Program Guidance

This is the Department of Homeland Security’s guidance on the Federal Fiscal Year 2008, FFY07 Supplemental, and FFY07 EMPG program. It includes information about allowable costs, activities, and priorities.

Local and Tribal Application Information for EMPG Funds 2008

Application workshops will be conducted on March 24th in Richland and March 26th at Camp Murray in Tacoma. For more information see the below flyer!

• 2008 EMPG Application Announcement (17 March 2008) (PDF)
  • This document announces the start of the application process for local and tribal agencies in 2008.  Typically, each year the application process begins in January with awards distributed in early Spring.  In 2008 the process was delayed due to the continuing resolution that resulted in the guidance from FEMA being released in February.
• 2008 Local Guidance (PDF)
  • Guidelines for who is eligible to apply for EMPG, what activities can and can not be funded, what the process is to apply and what documentation is required, etc.
• 2008 Scope of Work Template (WORD)
  • The Scope of Work is a required component of the 2008 EMPG application and must be attached to an applicant’s online submission.
• Information Bulletin 2007-002 Performance Measures (PDF)
• This bulletin provides guidance for developing performance measures for deliverables included in the EMPG application.

Electronic Grant Management System (e-GMS)

e-GMS is the system the Washington State Military Department uses to manage local and tribal applications, reporting and reimbursement requests for the EMPG program.  The online system can be found at: https://fortress.wa.gov/mil/gms/gms.

  • This manual explains how to apply for 2008 EMPG funds using e-GMS.

2007

• This manual explains how to apply for 2007 EMPG funds using e-GMS.

  • This section of the manual explains the steps to create and submit EMPG progress reports for local and tribal agencies for 2007 Funding.

Other

• EMPG e-GMS Applicant Training Manual – Managing User Access (PDF)
  • This section of the manual explains how an EMPG jurisdiction can manage the users who have access to their EMPG grant information, including the application menu, grant menu, status reports, etc.  Use this section to grant various security statuses to your jurisdiction’s e-GMS users.

Reimbursement Information

• 2007 EMPG e-GMS Applicant Training Manual – Reimbursements (PDF)
  • This section of the manual explains the steps for local and tribal agencies to create, edit, and submit an EMPG request for reimbursement online using e-GMS.

• 2007 EMPG Reimbursement Spreadsheet (Excel)
  • This spreadsheet must be attached to requests for reimbursement in e-GMS for the corresponding funding year.  EMPG jurisdictions must thoroughly complete this form for each reimbursement request.
• Information Bulletin 2006-002 EMPG Reimbursement Guidelines (PDF)
  • This Information Bulletin provides guidance to EMPG jurisdictions about supplanting, expending local emergency management budgets and how that relates to expending EMPG funds.

Equipment Purchases

• 2008 EMPG Equipment Approval Request Form (3-13-08) (Excel)
• 2007 EMPG Equipment Approval Request Form (5-17-07) (Excel)
  • All equipment purchased with EMPG funds must be approved by the Committee on Homeland Security (CHS) Equipment Subcommittee.  Use this form to submit a request for approval of an equipment purchase.
• Information Bulletin 2006-001 EMPG Equipment Guidelines (PDF)
  • This Information Bulletin provides information about the process for having equipment approved by the Equipment Subcommittee as well as guidelines for what constitutes equipment vs. goods and services.
• Information Bulletin 2007-008 EMPG Buy America Act Guidelines (PDF)
  • This Information Bulletin provides information about how the Buy America Act effects equipment and supply purchases.

Contract Amendments

• EMPG Amendment Request Form (Word)
  • EMPG jurisdictions should complete this form when they need to request an amendment to their EMPG contract.
