This is the Department of Homeland Security’s guidance on the Federal Fiscal Year 2009, 2008 and 2007 Supplemental programs. It includes information about allowable costs, activities, and priorities.

Local and Tribal Application Information for EMPG Funds 2009

The 2009 EMPG Guidance was released by FEMA on November 5, 2008.  The State’s application for funding is due to FEMA on December 19, 2008.  Due to the short turn-around time, the State’s application does not require local or tribal input.

The Local/Tribal application process will begin in January 2009.  We anticipate conducting workshops about the process throughout the state to assist new applicants for funding. More information will be posted on this website in early January 2009 and will also be distributed by e-mail once the application period begins.  Please check this website regularly for updates. Updated information will also be distributed by email.

Electronic Grant Management System (e-GMS)

e-GMS is the system the Washington State Military Department uses to manage local and tribal applications, reporting and reimbursement requests for the EMPG program.  The online system can be found at: https://fortress.wa.gov/mil/gms/gms.

    • This section of the manual explains how an EMPG jurisdiction can manage the users who have access to their EMPG grant information, including the application menu, grant menu, status reports, etc.  Use this section to grant various security statuses to your jurisdiction’s e-GMS users.
