The Department of Homeland Security (DHS) awards the Homeland Security Grant Program (HSGP) to enhance the ability of states, territories, and urban areas to prepare for, prevent, and respond to terrorist attacks and other major disasters. HSGP funds can be used for preparedness planning, equipment acquisition, training, exercises, management, and administration in order to obtain resources that are critical to building and sustaining capabilities that are aligned with the Interim National Preparedness Goal and respective State and Urban Area Homeland Security Strategies. In Federal Fiscal Year 2007, DHS’s HSGP awarded $28,926,100 to Washington State.

The Department of Homeland Security (DHS) provides Emergency Management Performance Grant (EMPG) funding to support the key components of a comprehensive national emergency management system for disasters and emergencies. The EMPG Program is the primary federal funding source available to local and tribal governments to increase their operational capability for all-hazard emergency management. Financial assistance is provided on a matching basis to jurisdictions for maintaining and improving emergency management organizations. A central objective of this program is to ensure that trained, experienced, professional personnel are present in each eligible jurisdiction. In Federal Fiscal Year 2007, DHS’s EMPG Program awarded $3,860,704 to Washington State to sustain and enhance the effectiveness of state, local and tribal emergency management programs. In August 2007, Washington State submitted an application to DHS for FFY2007 supplemental funding totaling $995,027. The supplemental award from DHS for this amount is anticipated in October 2007.
