Local Jurisdiction Participation in Interstate Mutual Aid Deployments

  • If a jurisdiction owns a resource (equipment or personnel) which could be considered for deployment under the Emergency Management Assistance Compact (EMAC), an Intergovernmental/Interlocal Agreement (IGA) needs to be executed between the Washington Military Department (MIL) and the jurisdiction to establish terms and conditions and eligibility for allowable expenditure reimbursement.
  • If assistance is requested of Washington State and a jurisdiction has the requested resource available, the IGA will be amended with the deployment specific resources and estimated costs. Once the costs are accepted by the Requesting State and the amendment fully executed, a Mission Order will be issued to the offering jurisdiction and deployment will be authorized.

Interested jurisdictions should review the IGA and Amendment Templates below, and contact Kristin Ramos to begin the agreement execution process. Having the agreements on file ahead of a resource request greatly expedites the assistance process during times of need.

Emergency Support Functions (ESFs)

  • ESFs provide the structure for coordinating interagency support for a state response to an emergency or disaster, and are mechanisms for grouping functions most frequently used to provide state and federal support to local jurisdictions and tribes for proclaimed states of emergencies in accordance with Chapter 38.52 RCW.
    While ESFs are typically assigned to specific agencies within the State Emergency Operations Center (SEOC), resources may be assigned anywhere within the incident command structure. The primary and support agencies for an ESF work in conjunction with the SEOC Operations and Logistics Sections to ensure appropriate planning and execution of missions occur.
  • Specific ESF Scope of Responsibilities can be found in Appendix B of the Washington State Comprehensive Emergency Management Plan (CEMP).

Requesting Resources for Disaster Response

  • Jurisdictions adversely affected by a disaster or event should request assistance in the following order:
    • Jurisdiction owned resources
    • County owned resources and/or Intrastate mutual aid agreements (including donated goods and volunteer organizations)
    • State resources
      • Request for Assistance Form (Excel)
        • This form is to be used as a back up tool only when WebEOC is unavailable. At the bottom of the form is a "Submit" button, which will open the user's email to send the request to the Logistics Section.

  • National Donation Management Network (NDMN) (Link to external web site)
    This program is intended to be a resource where entities who wish to donate goods during times of disaster can list their items for donation and states desiring specific items in response to a disaster can accept donations.
    The administrator role for the State of Washington is the Department of Enterprise Services (DES), with a specific Point of Contact (POC) still being determined; however, training for the program has begun and will be posted on this site as the trainings are presented.

    Webinar Training Schedule for the National Donations Management Network

    The National Donations Management Network (NDMN), formerly known as Aid Matrix, is a partnership among FEMA, the Aid Matrix Foundation, and Corporate Sponsors to launch a virtual portal allowing companies or individuals to offer their support on-line to leading organizations in humanitarian relief. The portal is designed to to easily offer financial support, product donations, or to donate skills and time to nonprofit organizations active in disaster relief.

    The Network helps nonprofit organizations access offers of support, helps states administer donated goods and services, and helps individuals and businesses prepare for and respond to disasters.
